July 2005 Draft Board Minutes

July 5, 2005

The regular board meeting of the Sylvan Township Board was held July 5, 2005 at 7:00 pm at the Sylvan Township Hall, 18027 Old US 12, Chelsea, MI 48118.

The following board members were present: Supervisor Williams, Clerk Koch, Treasurer Grau, Trustees Merkel and Solo.

Also present: David Brooks, Tom & Teri Bareis, Ann Feeney, Pam Byrnes, Corine Sikorski, Reuben Lesser, Earl Heller, Kris Olsen.

Meeting was called to order at 7:00 pm and the pledge recited.

Motion by Grau, seconded by Koch to approve minutes as presented. Carried.

Motion by Solo, seconded by Grau to approve bills as presented. Carried.

No public hearings.

Public participation:

Reuben Lesser asked the board if any one was working the connection of water between the City and the Township? Mayor Ann Feeney was present and responded that the City has established a Citizens Committee to look at that very issue. Feeney stated Earl Heller was appointed to the Committee.

Pam Byrnes-State Representative introduced herself and let us know she is available and holding coffee hours around the County.

Chris Olson from the Huron River Watershed Council made a presentation regarding the Mill Creek Subwatershed Plan. The Plan is asking the Township to consider adopting Wetlands and Natural Features and Stormwater Management Ordinances. Also requesting the Township to adopt a Local Government Partner Resolution. No action was taken.

Corrine Sikorski reported on WWRA and the expansion of the site.

Reuben Lesser reported on the CAFA meeting. Committee working on the resumes for Chief, deadline is July 8, 2005. Request for bids were sent out for architect services for substations. Childrens Safety Program is being sponsored by CAFA on a volunteer basis. Next meeting is Tuesday, July 12th.

Zoning Inspector Report included 7 zoning compliance permits, 3 certificate of occupancy and 1 new address for June.

Reports:

Supervisor submitted written report – attached.

Clerk Koch reported on the Sewer Authority with minutes included in the packet and noted several repair issues needed to be addressed; A/C, toilets, and faucets.

Trustee Solo reported the Advisory Committee met and discussed the Electronic Communication Policy and submitted proposed changes which will be passed on the legal counsel. Also discussed the Wireless Washtenaw issue with a more indepth meeting schedules for July 13th at 7pm at the Township Hall with David Behen from Washtenaw County being in attendance.

No old business.

New business:

Motion by Solo, seconded by Merkel to authorize Supervisor and Clerk to sign the Washtenaw County Road Commission Agreement. Roll call – all ayes – carried.

Motion by Solo, seconded by Grau to adjourn. Carried.
