Sylvan Township, MichiganApril Minutes from Township Board MeetingApril 5, 2005 The regular board meeting of Sylvan Township Board was held April 5, 2005 at 7:00 PM at the Sylvan Township Hall, 18027 Old US 12, Chelsea, MI 48118. The following board members were present: Supervisor Williams, Clerk Koch, Treasurer Grau, Trustees Merkel and Solo. Also present: David Brooks, Jeff & Mary Gunnis, Paul Bollinger, Tom & Teri Bareis, Ray Steinbach, Rick Brandon, Don Bollinger, Corinne Sikorski, Mike & Judy Slocum, Imogene Slocum, Carmen Slocum, Don Schoenberg, Scott Cooper, Brian England, Earl Heller, Peter Flintoft, Ann Feeney. Meeting was called to order and the pledge recited t 7PM. Motion by Grau, seconded by Solo to approve minutes as presented. Carried. Motion by Koch, seconded by Grau to pay bill as presented. Carried. No public hearings. Public participation: Judy Slocum addressed the board with several concerns regarding the sewer project. Williams will look into these issues. Zoning Inspector Lange reported 5 zoning permits, 2 new addresses and 1 certificate of occupancy for the month of March. Supervisor Williams submitted a written report (attached). Reuben Lesser reported on CAFA regarding the status of a new Chief, the resignation of the Business Manager and the important of obtaining a burning permit. Trustee Solo reported he attended several meeting in March and also advised the Board on an Ad-hoc committee regarding broadband. Trustee Merkel reported on that CAC Committee will be reporting to Planning Commission on their findings, Cedar Lake was sent notices to hook-up to the sewer, anticipated Crooked Lake will be on in 2 weeks, Planning Commission working on Education for both Planning and Zoning Board of Appeals, reported on the Nadeau site plan as it relates to the 600’ feet cul-de-sac. If the Board felt a need to allow a longer cul-de-sac now is the time, Stoney Ridge site plan has withdrawn. No Old Business. New Business: Motion by Solo, seconded by Grau to accept the low bid by Urban Edge Lawn Maintenance for Lawn Care. Carried. Motion by Merkel, seconded by Solo to approve Election workers for the May 3, 2005 election. Carried. Motion by Koch, seconded by Grau to approve Plante & Moran for 3-31-05 year end audit and authorize Clerk to sign Enagement letter. Carried. Motion by Merkel, seconded by Koch, to approve the Resolution to Reallocate the Shares of the Lyndon Township and Sylvan Township Sanitary Sewer System Expansion Project Through the Washtenaw County Board of Public Works. Roll call vote – all ayes – Carried. Motion by Merkel, seconded by Koch to approve the recommendation from Planning Commission regarding the rezoning of parcels F-06-01-200-028 and F-06-01-200-013 from AG to LC. Roll call vote – all ayes – Carried. Motion by Merkel, seconded by Koch to direct Planning Commission to revisit the Master Plan as it relates to Commercial Zonng at the intersection of M-52 and Werkner Road (Map 10). Carried. Motion by Koch, seconded by Grau to approve WCRC annual report, and request 3 application of brining by letter. Carried. Motion by Merkel, seconded by Grau to adopt an Ordinance for Hazardous Material Spill Cost Recovery as another layer of protection for the Township on a recommendation from Township Attorney and CAFA. Carried. Motion by Merkel, seconded by Koch to appoint Williams as representative to CATS Board has Bob Lange would like to set down. Carried. Motion by Merkel, seconded by Solo to approve the extenstion of the Temporary Dwelling for the Dickinson’s until October 1, 2005. Inspector Lange says Dickinsons are performing due diligence. Carried. Motion by Koch, seconded by Grau to enter close session at 7:55pm to discuss pending litigation and invite in Township Attorney Flintoft. Carried. Open session resumed at 9:00 pm. Motion by Grau, seconded by Solo to approve Resolution to Retain Counsel (Foster, Swift, Collins and Smith) to Defend Sylvan Crossing Lawsuit and Defend and/or Indemify Certain Co-Defendants. Roll call vote – all ayes – Carried. Motion by Grau, seconded by Solo to adjourn at 9:25pm. Carried. LuAnn S. Koch Sylvan Township Clerk Maple Grove Cemetery Association – Annual Meeting April 5, 2005 Meeting was called to order at 9:25pm by President Williams. Members present: Grau, Koch, Solo and Merkel. Motion by Merkel, seconded by Solo to accept the financial statements as presented and approve the lot prices to be increased as reflected – 2 lots - $800.00; 4 lots - $1600.00; 8 lots $3,200.00. Lot prices have not been raised since at least 1992. Motion by Koch, seconded by Solo to adjourn. LuAnn S. Koch Secretary-Treasurer April 5, 2005 CLOSED SESSION Close session was entered at 7:55pm to discuss pending litigation. Sylvan Township, LuAnn Koch, Jerry Dresselhouse and Bob Halliwell have been names in a lawsuit with Sylvan Crossing. Township Attorney Flintoft was present to explain the suit to the Board and answer any questions. Motion by Grau, seconded by Solo to adjourn the close session and return to open session at 9:00 pm.
