The regular meeting of the Sylvan Township Board was held March 7, 2006 at 7:00pm at the Sylvan Township Hall, 18027 Old US 12, Chelsea, MI 48118. The following board members were present: Supervisor Williams, Clerk Koch, Treasurer Grau, Trustees Merkel and Solo. Others present: Paul Kalmbach, Tim Kelley, Scott Cooper, Robert Shepherd, Corinne Sikorski, Pam Byrnes, Reuben Lesser, Mike Zientek, Brian Dickinson, Colleen Verge, Bob Lange. Meeting was called to order and the pledge recited. Motion by Grau, seconded by Solo to approve minutes as presented. Carried. Motion by Grau, seconded by Solo to approve bills as presented. Carried. Public Hearing was scheduled for the 2006-07 Budget. The public hearing was called to order at 7:02 pm and the 2006-07 budget was presented. Questions from the audience as it related to Fire, Legal, Landfill, Association dues. Answers were provided by the Supervisor. The public portion of the public hearing was closed at 7:20pm. Motion by Solo, seconded by Grau to adopt the 2006-07 budget. Carried. Public Participation: Pam Byrnes, State Representative spoke on the latest legislative issues. Brian Dickinson of Kilmer Road inquired about the recent lighting at the Faith Baptist Church. Mike Zientek and Scott Cooper made a brief presentation regarding Cavanaugh Lake Park asking for a donation. Zoning Inspector Bob Lange reported 5 zoning compliance permits and 1 new address for the month of February. Reports: Corrine Sikorski reported the Washtenaw County Clean Up will be held in May at the WWRA site on Werkner Road from 9-4pm and they need 2 volunteers. Sikorski answered questions regarding WWRA finances. CAFA representatives reported the CAFA board has tentatively determined a millage rate of up to 2 mills at this time and working on a time line for the August 8th ballot. Supervisor Williams submitted a written report. Treasurer Grau reported on the MTA meeting. No Old Business. New Business: Motion by Solo, seconded by Grau to amend the 2005-06 budget as presented by Supervisor Williams. Carried. Motion by Grau, seconded by Solo to have a Sylvan Township Spring Clean Up at Jim Kalmbach site on May 20th. Carried. Motion by Solo, seconded by Grau to approve the Resolution regarding Deckert Road with changes as recommended by Attorney. Roll call vote – all ayes – Carried. Motion by Solo, seconded by Grau to approve the Wireless Contact with 1 change. Carried. Motion by Solo, seconded by Koch to approve the Lawn Care Contract and send out. Carried. Motion by Grau, seconded by Solo to officially give the State Police the small conference room for their use and any part of the West end of the basement. Carried.
