January 3, 2006
The regular meeting of the Sylvan Township Board was held January 3, 2006 at 7:00 pm at the Sylvan Township Hall, 18027 Old US 12, Chelsea, MI 48118.
The following board members were present: Supervisor Williams, Clerk Koch, Treasurer Grau, Trustees Merkel and Solo.
Others present: Jeff Gunnis, Trent & Barb Satterthwaite, Loren Heller, Earl Heller, Richard & Marcy Bollinger, Derik Bollinger, Lloyd Grau, Reuben Lesser, Lisa Allmendinger, Paul Bollinger, David Layher, Ed Whitaker, Donald Bollinger, James Bollinger, Robert Shepherd, Don Schoenberg, Corrine Sikorski, Dave Bulson, Larry & Stephanie Doll, John Bassett, Jeff Klink, Mike Van Riper, Bill & Linda Pearsall, Matt Koenn, Charlie Koenn, Don Schneider, Rodney Schneider, Jim Kalmbach, Tom & Edna Walker, Brian Koch, Bob Lange, Bob Polens.
Meeting was called to order at 7:00 pm and the pledge recited.
Motion by Grau, seconded by Solo to approve minutes as presented. Carried.
Motion by Merkel, seconded by Solo to pay bills as presented. Carried.
No public hearings.
Public participation:
Brian Koch ask if there would be public participation on the agenda item for the CAC report. Williams responded that there would be.
Zoning Inspector Lange reported 4 zoning compliance certificates, 10 certificate of occupancy permits issued for December.
Reuben Lesser reported not much activity for CAFA, next meeting January 9, 2006.
Supervisor Report: Development Agreement for Norfolk due to be completed the end of January.
Trustee Merkel reported still working on training session for surrounding municipalitites.
Trustee Solo reported RFP’s are due 1/4/05 at 11 AM for the Wireless issue.
No Old Business.
New Business:
The CAC (Citizens Advisory Committee) was presented by the Chair of Planning Commission, Bob Polens. Polens presented the Board with the 6 recommendations of which Planning Commission sent to Board for consideration and ask the board to kindly advise Planning Commission of the board wishes. There was much discussion with several members of the audience speaking. Recommendation #6 - “a new rural preservation district should be added to the Zoning Ordinance and applied to the Southwest portion of the Township designated as Agriculture in the Township Comprehensive Plan. The District should have a minimum lot size of 5 acres, but allow the equivalent of 2 acre lots when such lots are clustered under certain conditions” seemed to have the audiences attention of which no one spoke in favor of. Motion by Koch, seconded by Grau to thank the Planning Commission and the Citizens Advisory Committee and take no action on this report. There was discussion and the motion was withdrawn. Motion by Koch, seconded by Grau to send only recommendation 1, 2 and 5 back to Planning Commission to make the necessary corrections. Carried by a 5-0 vote.
Motion by Grau, seconded by Solo to approve the 2006 Board meeting schedule and holiday closing schedule. Carried.
Motion by Grau, seconded by Solo to adopt the new Nationwide Retirement Plan Document. Carried.
Motion by Merkel, seconded by Solo to re-appoint Bob Polens to Planning Commission for a 3-year term. Carried.
Motion by Merkel, seconded by Grau to re-appoint Tom Caplis and Patricia Mickel-Hutchison to Zoning Board of Appeals for a 3-year term. Carried.
Motion by Solo, seconded by Koch to approve the Board of Review Hardship Guidelines as presented. Carried.
Motion by Koch, seconded by Solo to send a Text Change to Planning Commission to consider amending the Preliminary and Final Site Plan Ordinance to require 300 foot addresses and a public hearing be held for all applications which would be consistent with the Special Use and Rezoning Ordinance. Carried.
Motion by Solo, seconded by Koch to adjourn at 8:40 pm.
