June 7, 2005
The regular board meeting of the Sylvan Township Board was held June 7, 2005 at 7:00 pm at the Sylvan Township Hall, 18027 Old US 12, Chelsea, MI 48118.
The following board members were present: Supervisor Williams, Clerk Koch, Treasurer Grau, Trustees Merkel and Solo.
Also present: Ann Feeney, Jeff & Ferne Hampel, David Brooks, Paul Bollinger, Tom & Teri Bareis, Greg Setle-MSP, Michael Spears, Don Schoenberg, Scott Cooper, Corinne Sikorski, William Allen, Donald Bollinger, Kathy Moskal, Brian Koch.
Meeting was called to order at 7:00 PM and the pledge recited.
Motion by Grau, seconded by Koch to approve minutes as presented. Carried.
Motion by Merkel, seconded by Solo to approve bills as presented. Koch stated there was a bill presented for payment from Heydlauff’s for microphones that was not a budgeted item nor was it approved by the board for purchase and would not approve payment. Vote for payment of the bills was 3-2. Carried.
No public hearings.
Public Participation:
Corrine Sikorski representative to WWRA reported on the County Clean Up. There will be a report coming out soon and the 2006 assessements are expected to go up. Koch expressed concern regarding the Clean Up and the absence of WWRA. Sikorski replied a letter would be coming to address those concerns.
Trooper Selta of the Michigan State Police reported on Sylvan Township activity.
Zoning Inspector Lange reported 4 zoning permits, 28 zoning permits to date, 1 certificate of occupancy.
Supervisor Williams handed out his report (attached).
Clerk Koch reported on the need to let the WCRC know what Sylvan’s intentions are with the dollars that are left over after the 3 applications of brining. Koch was directed to sent a letter to have gravel dispersed at the director of the former on the gravel roads in need.
Treasurer Grau reported that summer taxes will be coming.
Trustee Solo reported on the Website advisory committee which will meet June 22nd at 7pm.
Trustee Merkel reported on the Planning Commission meeting and the Huron River Watershed Council which will be attending the July meeting.
No Old Business.
New Business:
Motion by Merkel, seconded by Grau to hire Belden Asphalt to sealcoat the Township Hall driveway as this was a budgeted item. Carried.
Motion by Merkel, seconded by Grau to issue a Fireworks Permit for July 3, 2005 to Paul Bollinger as submitted. Carried.
Motion by Solo, seconded by Merkel to approve a Resolution Authorizing Apportionment of Special Assessments for Sylvan Springs. Roll call vote – all ayes – Carried.
Motion by Merkel, seconded by Grau to send the presented E-Mail Policy to the Website Advisory Committee for review. Carried.
Motion by Grau, seconded by Solo to add "Home Occupation" to the fee schedule. Carried.
Motion by Koch, seconded by Merkel to approve a private road driveway permit to Jeff and Ferne Hampel of 550 Highland Road as the board understands this house has been sold and may be a tear down in which the driveway grading issue will be addressed at that time and mitigation is currently in process for a temporary fix. Carried.
Motion by Koch, seconded by Merkel to enter close session to discuss a legal opinion and real estate lease consideration. Carried.
Open session returned at 9:30 pm.
Motion by Grau, seconded by Merkel to approve Resolution to Retain Counsel Regarding Amended Complaint in Sylvan Crossing Lawsuit and to Defend and/or Indemnify Co-Defendant Robert Lange. Roll call vote – all ayes – Carried.
Motion by Solo, seconded by Grau to make amendments to Lease and present to CACA at their June 15th meeting. Carried.
Motion by Koch, seconded by Grau to adjourn.
